Eliminating the Wait for Inpatient Competency Restoration Services | 1:00 PM - 2:00 PM | Room 204 | Like other states across the U.S., Texas faces a growing crisis in the number of people who are waiting in county jails for inpatient competency restoration services after being declared incompetent to stand trial (IST). Not only has this increased costs and overburdened state agencies and county jails but it also is taking a significant toll on the health and well-being of people waiting in Texas jails. Meanwhile, resources available to the behavioral health and justice professionals serving our communities are becoming scarce. The Judicial Commission on Mental Health and the Health and Human Services Commission encourages law enforcement and behavioral health providers to join their collaborative effort to change how Texas serves people at the intersection of mental health and criminal justice. |

A broad analysis of the three main DTO’s’ operational tactics and strategies will help participants understand how US gangs are affiliated with these DTO’s and carry on their work in the US to distribute narcotics, drugs, currency, and weapons resulting in violent acts along the US / Mexican Border. |

DEASIL / National License Plate Reader Program | 3:00 PM - 4:00 PM | Room 203 | The Drug Enforcement Administration’s (DEA) National License Plate Reader Program (NLPRP) is a law enforcement tool, developed and used by DEA to enforce Title 21 authorities by facilitating the investigation of drug trafficking, bulk cash smuggling and other illegal activities associated with the drug trade. Given its unique capabilities, secure and vetted access to this tool is also shared with state, local and other federal law enforcement partners nationwide. The goal is to assist with criminal investigations, within the statutory authority of partner agencies, occurring on high-level drug and money trafficking corridors and other public roadways throughout the United States. No other individual commercial LPR program has the ability to create and utilize criminal alerts on a national multi-vendor intelligence platform, regardless of the ownership, or corporate allegiance of the readers |
